Research Administration, Pre-Award
Proposal Analyst II
Mines Office of Research Administration is hiring a Proposal Analyst!
In this dynamic and vital role, you will assist faculty in developing research and other sponsored proposals by formulating, compiling, reviewing, and submitting grant proposals from the Office of Research Administration (ORA). You will serve as a resource to faculty and administrators in the administration of sponsored research, specifically the submission of funding proposals to external organizations.
Key responsibilities include advising faculty about funding sources, sponsoring agency, Federal and State rules and regulations and School policies and procedures. You will work directly with faculty to develop School approved budgets that accurately reflect project costs and be responsible for maintaining an accurate database of proposals which will be accessed by ORA and campus constituents, including individual faculty members, department heads, deans and central administration.

Primary Responsibilities
Proposal Submission
- Coordinate the information dissemination and proposal submission process for the School’s subrecipients, subcontractors, or third-party contributors. Accurately incorporate the subrecipient’s proposal into the School’s proposal and budget.
- Successfully navigate large and diverse workload for differing sponsors
- Budget for and submit proposals with cost share meeting School and sponsoring agencies rules and regulations
- Work with faculty to create institutionally approved proposal budgets by applying knowledge of a variety of cost information such as School and agency policies. Review and determine budgeted costs are allowable, allocable and reasonable; if costs don’t meet those requirements, recommend changes to faculty.
- Determine the completeness of proposals by confirming all agency and School requirements are met and necessary forms and certifications are prepared. Submit approved proposals, on behalf of the School, by the sponsor mandated deadline.
- Determine proposal compliance in accordance with the rules and regulations of external agencies, the rules and regulations of the School and the state of Colorado. Frequently, the guidelines and rules set forth by the sponsor do not dictate a clear or single appropriate action and this position must evaluate all available information and determine possible solutions
- Individually prioritize proposals in order to meet deadlines set by funding agencies.
- Responsible for determining the accuracy and completeness of a proposal; has authority to submit proposals in Cayuse 424
- Perform cost negotiations with project sponsors; including a justification of costs and explanation of school polices and business practices.
- This position does not have institutional signature authority to sign any commitments of School resources (i.e. Letters of Commitment), cost share, unusual representations and certifications or legally binding agreements of any nature.
Institutional Data Repository
- Responsible for ensuring accurate data is entered into the data repository
- Follow up with faculty to ensure they complete all sections in the data repository as needed and within timeline provided by ORA
- Track all proposals through data repository and provide notice when they are ready for final sign off
Communication & Outreach
- Daily communication with faculty to ensure all information for a proposal submission, including the budget and supporting documentation, follow School and sponsor guidelines.
- Interpret and explain federal, School, or state regulations and policies to faculty and other School personnel in order to help them understand the proposal process and how the regulations apply to individual proposals.
- This position has ongoing contact with sponsoring agencies and other external personnel for the purpose of education and training of federal and state policies and directives, ORA procedures, and School policy.
- Meet with faculty either formally or informally to answer questions and/or assist with a proposal submission
Training and Process Improvement
- Provide formal and informal training to faculty members and departmental staff regarding school policy and procedures and sponsoring agency rules and regulations in relation to the proposal submission process.
- Provide support for Proposal Analyst unit, particularly regarding large & complex proposal submissions.
- Actively participate in office wide process evaluation and reengineering efforts. Critically evaluate process and procedures with a goal of efficiency and optimal resource utilization. Make recommendations for improvements to management and lead improvement efforts if approved.
Minimum Qualifications
- Bachelor’s degree in business or related field. Work experience or associate’s degree which provides the same kind, amount and level of knowledge acquired for a BA may be substituted for the degree
- Two years research administration experience
- Knowledge of regulations governing sponsored research

Primary Responsibilities
Contract and Grant Review and Negotiation
- Negotiate unacceptable terms with the research sponsor. This involves suggesting or insisting on, as appropriate, alternative language or deletion of terms and conditions. Collect relevant information and ensure approval of all terms and conditions.
- Perform cost negotiations with sponsors; including a justification of costs and explanation of school polices and business practices.

- Draft or review research-related contracts, and other agreements, funded and unfunded, such as research and research services and consulting, memoranda of understanding, material transfer agreements, confidentiality agreements, master agreements, cooperative research and development agreements, data use, equipment loans, proprietary information, intergovernmental personnel assignments, and other agreements.
- Review sponsored research agreements, both initial and modifications, received from external organizations to Mines. Analyze the agreement to determine if the terms and conditions meet federal and state regulations, Mines policies, and project requirements.
- Escalate non-standard contract terms, as needed, in accordance with approved escalation procedures.
Contract and Grant Management
- Determine if changes to a research project require prior approval from the project’s sponsor and coordinate with the faculty member to create and submit the change request.
- Submit and approve requests for no-cost time extensions, budget deviations, and pre-award spending based on sponsor requirements
- Perform initial reviews on deficit spending requests (currently, At-Risk Spending Requests) to determine if the financial risk to Mines is acceptable under current policy and practices.
- If issues arise during the performance of a research project, this position will work with the applicable faculty members, ORA staff members, other departments and/or project sponsor, as applicable, to address such concerns.
Subcontracts
- Responsible for initiating, negotiating and managing research subcontracts including a review of the subcontractor’s proposal; determining which subcontract template is applicable, determining the applicable prime contract flow-down terms and conditions; negotiating the subcontract; maintaining subcontract documentation to meet federal and state audit requirements; and manage annual review of subrecipients.
- Work with applicable departments to establish the payment mechanisms for subcontractor invoices.
Communication & Outreach

IP and Contract Administrator II
Mines Office of Research Administration seeks an IP and Contract Administrator to join the team!
The Intellectual Property & Contract Administrator understands and applies Mines policies and procedures and applies to federal, state, and sponsor rules and regulations in drafting and negotiating. This position requires critical thinking skills to review and interpret guidelines and sponsor expectations, while also negotiating Non-disclosure Agreements (NDAs), Material Transfer Agreements (MTAs), intellectual property terms in Sponsored Research Agreements (SRAs), Interinstitutional Agreements (IIAs), Intellectual Property Management Agreements (IPMPs), and Technology Licensing Agreements, and associated amendments behalf of Mines. This position serves as backup to the Contract Administrator team. This position also provides formal and informal training for faculty and staff. Contract Manager, ORA
Mines Office of Research Administration is seeking our next Contract Manager. This leadership position is responsible for the management of research and other sponsored agreements through the Office of Research Administration (ORA) at Colorado School of Mines (Mines). This position is a key member of the Contract Administration unit and serves as a resource to faculty and a liaison for Mines and sponsoring research organizations. The Contract Manager will serve as a lead resource to faculty and administrators in the administration of all sponsored research, specifically in interpreting and negotiating sponsored project.
As our Contract Manager, you’ll oversee our team of Contract Administrators. You’ll also be responsible for maintaining an accurate database of research agreements which will be accessed by ORA and other organizations on campus, including individual faculty members, department heads, deans and central administration. This position requires critical thinking skills to review and interpret terms and conditions, policies and procedures, sponsor expectations and is responsible for determining that a research agreement is ready for execution.
This position currently operates in a hybrid work environment, with campus presence required weekly. The incumbent must be able to commute to campus in Golden, Colorado, on a regular basis.
Primary Responsibilities
Contract and Grant Review and Negotiation
- Identify issues and present solutions and approaches for resolution; develop creative solutions to complex contract issues
- Asist with and work on Special Projects based on Mines’ large-scale and strategic initiatives

- Acts to resolve complex administrative or legal questions or issues that arise and coordinates with and escalates to Assistant Director and/or ORA Director on resolution, as needed and as appropriate.
- Responsible for creating and maintaining efficient policies and procedures for the Contracting unit. This will require continuous evaluation of processes, researching best practices, analyzing contracting data and statics and performing regular risk assessments.
- Provides expertise and consultation related to regulatory and policy issues for successful management of research projects to ORA staff, departmental administrators and faculty.
- Remains knowledgeable about current federal regulations, pending changes, OMB Circulars, Federal Acquisition Regulations, state of Colorado regulations and school policy.
- Assist in the maintenance of ORA’s Research Management software and the School’s financial system; specifically, with regards to contractual and legal information. Ensure there are adequate training materials and coordinate with other campus offices and faculty on process changes.

Mines invites applications for a Proposal Manager, responsible for the management of research and other sponsored proposals through the Office of Research Administration (ORA) at Colorado School of Mines (Mines). Review research and other sponsored proposals for external funding to assure that the proposals comply with School, state of Colorado, and sponsoring agency regulations. Determine the completeness of proposals by ensuring all agency and School requirements are met and necessary forms and certifications are prepared. Submit approved proposals, on behalf of Mines, by the sponsor mandated deadline.
- Coordinate the information dissemination and proposal submission process for the School’s subrecipients, subcontractors, or third-party contributors. Accurately incorporate the subrecipient’s proposal into the School’s proposal and budget.
- Work with faculty to create institutionally approved proposal budgets by applying knowledge of a variety of cost information such as School and agency policies. Will determine allowable costs, coordinate with other units on campus for any cost waivers, and verify any institutional funds or resources used for cost matching. If costs are determined unallowable, recommend changes to the faculty.
- Perform cost negotiations with project sponsors; including a justification of costs and explanation of school polices and business practices.
Proposal Team Manager
- With support from the Assistant Director, the Proposal Manager will have direct supervision of the proposal analyst unit, 4-8 Full Time Employees, with the authority to hire, evaluate performance, and resolve personnel concerns.
- Determine proposal prioritization by evaluating the sponsor deadline, complexity of the proposal, School policy and staff resources. The Proposal Manager will effectively manage workloads and priorities for the Proposal Analyst unit to ensure that majority of proposals are complete and submitted by the sponsor deadline.
- With support from the Assistant Director of Pre-Award, provide training to the Proposal Analysts and faculty on proposal requirements, both school and sponsor, federal regulations, allowable costs, statements of work, indirect costs, etc. Provide assistance and guidance to Proposal Analysts when they are presented with an unusual situation or problem.
- Work with the Assistant Director of Pre-Award to establish, document, disseminate and review efficient business policies and procedures for the proposal team while ensuring best business practices.
- Serve as the final decision-maker regarding the accuracy and completeness of a proposal. Use authority to sign sponsor representations and certifications, specifically the standard federal representations and certifications included in grant application templates, including Letters of Commitment and cost share.
- Determine and maintain proposal creation and submission information on the web site.
Institutional Data Repository
- Work with the data repository team to implement and maintain the software with regards to proposals
- Responsible for ensuring accurate data is entered into the data repository.
- Follow up with faculty to ensure they complete all sections in the data repository as needed and within timeline provided by ORA
- Track all proposals through data repository, review & provide final approval when ready
Communication & Outreach
- Daily communication with faculty to ensure all information for a proposal submission, including the budget and supporting documentation, follow School and sponsor guidelines.
- Interpret and explain federal, School, or state regulations and policies to faculty and other School personnel in order to help them understand the proposal process and how the regulations apply to individual proposals.
- This position has ongoing contact with sponsoring agencies and other external personnel for the purpose of education and training of federal and state policies and directives, ORA procedures, and School policy.
- Provide formal and informal training to faculty members and departmental staff regarding school policy and procedures and sponsoring agency rules and regulations in relation to the proposal submission process.
- Actively participate in office wide process evaluation and reengineering efforts. Critically evaluate process and procedures with a goal of efficiency and optimal resource utilization. Make recommendations & lead improvements efforts when approved.

Research Accountant I
As our next Research Accountant I, you will be responsible for the expense management of research grants and contracts in the Office of Research Administration (ORA). This position is key to the research team and serves as a resource to faculty and administrators regarding the financial administration of sponsored research awards. Essential duties include the set-up of new awards in the financial system, expense and account monitoring, financial reporting, financial closeout and other post-award financial analysis and support for sponsored awards.
As a Research Accountant, you will interpret federal, state and School terms and advise Mines’ research community on their application. This position requires critical thinking skills to apply regulatory interpretation to sponsored activity. You will also be responsible for independently compiling, analyzing, and presenting financial data. You will work with campus constituents including faculty and staff to manage and reconcile sponsored activity.

Primary Responsibilities
Award set-up and modifications
- Transactional responsibilities include: Create new research accounts and amend existing accounts in the School’s financial system and ORA’s enterprise project tracking system. Utilize information obtained from the legal agreement, proposal documents and other project related documents. Decides appropriate financial codes to input into the School’s financial system to accurately administer and monitor awards in accordance with federal regulations, sponsor terms and conditions, and School policy.

Research Billing Systems Analyst

This position is responsible for ensuring that all invoices or requests for payment comply with the terms and conditions of the agreements. Understand and complete complicated sponsor required payment remittance forms, that require reconciling Mines’ chart of accounts with Sponsor predetermined cost categories. You must be knowledgeable in Excel with the ability to write formulas and create checks and balances to ensure sponsor remittance form is correct.
- Retrieving supporting documentation from the Mines financial document storage system(s) (receipts, financial detail reports, etc.) to attach to invoices upon submission as required by certain sponsors. You will need the ability to read and comprehend the School’s standard financial system reports for issues when a bill is not processing. This position also requires fully understanding the School’s financial system screens and functions of each.
- Recognize and research if a sponsor short pays an invoice. Follow-up with the appropriate ORA staff members to ensure the issue is resolved in a timely manner.
- Work with the Controller’s office when issues arise due to incorrect balances between the general ledger and sub-ledger account receivable activity. Be able to understand the issue how it occurred and what actions are needed to resolve the concerns. This position is responsible for the resolution.
- Monthly reconciliation of the School’s financial system unbilled report. Analyze and research any discrepancies, along with the necessary action to take (if applicable) in order for the expenses to be billed in the following month.
- Ability to read and interpret standard accounting reports produced monthly. Ability to use reasoning and judgement to determine report is accurate and contains no deviations requiring further review.
- Process disbursements to discharge Mines’ financial obligation to the sponsor (refunds) by reviewing award transaction history, verifying payments and expenses, and determining reason for refund. Complete all necessary forms as required and save back-up documentation.
- Complete billing review for award closeout by verifying billing is correct, payment made in full, and there are no unresolved billing discrepancies.
- Ensure that sponsor contact information is current so that invoices are sent to the appropriate contact person, email, and/or address, or required online system.
- Participate in the closeout process of an award by reviewing that a project has been fully invoiced and fully paid. Resolve any billing issues that may cause the delay of a closeout. Work in partnership with the Research Accountants to accomplish successful closeouts.
- Develop and/or update ad-hoc reports using data from Mines Financial System, Cognos or other database applications for tracking, diagnostic and financial analysis of sponsored activity.
- Be familiar with Mines fiscal policy and federal regulations related to billing and unallowable expenses.
Apply Payments
- Daily monitoring and recording of cash receipt transactions based on source documents and the electronic bank statement integration into Mines’ financial system. Perform payment application with precision. Researching as necessary to validate source for award to be credited.
- Recognizing when payment amount being applied is different than the amount due for an award. Determine what steps need to be taken to understand if account is financially correct.
- Monthly review of the grant holding account to verify payments listed are in the process of being posted to the correct award.

This position requires regular campus presence in Golden, Colorado. Currently this position is hybrid, with at least two days per week in the office.
Primary Responsibilities
- Create new research accounts and amend existing accounts in Mines’ financial system and ORA’s enterprise project tracking system, utilizing information obtained from the legal agreement, proposal documents and other project related documents.
- Recognize gaps and develop, improve best practices and standard operating procedure as new policies, terms, clause arise to better perform award setup.
- Monitor, review and reconcile award budgets, balances and expenses. This includes deficit monitoring and expense review both pre-expenditure and post-expenditure.
- Work with the broader ORA team to review deficit spending requests (currently, At-Risk Spending Requests) to determine if the financial risk to Mines is acceptable under current policy and practices.
- Review, approve, and perform salary redistributions and journal entries as needed to ensure proper expenditure accounting.
- Identify, investigate and resolve discrepancies or errors found within research accounts and coordinate with faculty members, ORA staff members, other departments and/or project sponsor, as applicable.
- When allowed under the terms and conditions of the agreement, the Research Accountant will approve faculty requests for no-cost time extensions, budget deviations, and pre-award spending.
- Assist the Property Manager in the Controller’s Office to ensure all equipment is titled, accounted and tagged properly within School systems and per regulations.
- Develop and/or update ad-hoc reports using data from Banner, Cognos or other database applications for tracking, diagnostic and financial analysis of sponsored activity.
- Develop templates to improve and expedite financial administration of awards (i.e., tuition proportionate to salary calculation, re-budgeting, closeout workbook, etc.)
- Serve as subject expert on the financial monitoring of awards and provide training to staff on their applications, including financial and non-financial reporting.
- Prepare and accurately submit required financial reports within sponsoring agency timeframes. Analyze the financial statements, supporting documentation and other necessary information for each research account to ensure accurate financial reports are submitted.
- Prepare and accurately submit required non-financial reports within sponsoring agency timeframes. This includes Property Reports, Patent Reports, Cost Share reports, etc.
- Utilize School systems, such as Banner, Cognos and ORA’s project software, to extract data needed for required reporting. Successfully navigate sponsor reporting systems to submit required reports.
- Determines and performs all closeout actions required by sponsoring agency and School policy and procedures, including, but not limited to:
- Maintain a detailed tracking of closeout activities
- Track all outstanding accounts receivable actions to successfully coordinate the process of financial closeout between the grant sub-ledger and the school’s General Ledger
- Perform final expense review and account reconciliation
- Serve as subject expert of award closeout and provide training to staff.
- Act as reviewer of award setups. Pull quality control reports to ensure accuracy.
- Act as approver for journal vouchers & salary redistribution performed by the Post Award team at ORA.
- Lead and provide staff training on policies & procedural changes that impact Sponsored Awards.
Minimum Qualifications
- Bachelor’s degree in accounting, finance, business administration or the equivalent in experience
- Five or more years of Sponsored Research accounting experience
- Demonstrate ability to serve as a subject expert in various topics related to research accounting & other post award administration responsibilities.
- Experience with a high-volume portfolio with a variety of different sponsors.
- Demonstrate ability to lead strategic initiatives, recognize opportunities for development and improve standard practices
- Working knowledge of federal and other pertinent external research regulations.
- Ability to use spreadsheets, databases, presentation software, and enterprise financial systems
- Demonstrated customer service skills, the ability to work effectively with a wide range of constituencies in a diverse community and ability to meet multiple deadlines
- Analyzation and problem-solving skills including the ability to use independent judgment
- Effective oral and written communication skills
Preferred Qualifications
- Higher education, and/or government accounting experience
- Uniform Guidance knowledge
- GASB knowledge and experience

$75,000 – $85,000

Temporary Accounting Technician
This temporary position is needed to assist AP with the current backlog of expense reports in addition to other accounting tasks to help us through year end.
The Temporary Travel and Expense Reimbursement Administrator is responsible for overseeing all aspects of employees, students and visitors expense reimbursements and report processing within Mines. This position plays a crucial role in ensuring timely and accurate processing of expenses, adhering to company policies and financial compliance.
Primary Job Duties
- Responsible for Initial preparation of travel and expense reports. Exhibit knowledge of Federal regulations governing travel and Mines Financial Policies in order to interpret and enforce them appropriately as it pertains to travel management for Mines.
- Create and review spend authorization requests.
- Assist campus /card holders to reconcile there Onecard charges in Workday.
- Provide a high level of customer service by answering questions, training and informing the campus community of the procedures and laws governing travel.
- Audits the expense, receipts, and account codes to ensure correctness & university compliance and ensures proper approvals have been obtained prior to granting final approval and inputting reimbursements into the Finance System. Process payments at the request of the department. This includes but is not limited to reviewing backup documentation for appropriateness, completeness, correctness, and funding availability.
Minimum Qualifications
- Three (3) years of relevant experience in an occupation related to the work assigned to this position or a combination of related education and/or relevant experience in an occupation related to the work assigned equal to three (3) years.
- Experience in higher education, experience at Colorado School of Mines preferred.

Accounting Manager
Colorado School of Mines is pleased to announce an opening for an Accounting Manager in the Controller’s office.
The Accounting Manager reports directly to the Associate Controller of Operations and provides strategic leadership to the Controller’s Office and financial management for the Colorado School of Mines. This position assists the Associate Controller create and analyze financial reports and presentations; collaboratively develops financial and accounting policies and procedures; ensures sound financial processes and internal controls; and provides document management in multiple audits performed by the State of Colorado, Federal Government and others as necessary.
This position will provide leadership in financial services for the institution and will represent the Controller’s office in a wide range of activities, committees, and meetings. The Accounting Manager will collaborate and interact with many internal and external constituents including campus administration and academic departments, other higher education institutions, State governmental agencies (e.g. OSC, OSA, OSPB and JBC staff), and the public. The Accounting Manager will oversee a minimum of three Accountant level positions on the General Accounting team for the Controller’s Office.
The Controller’s Office currently operates on a hybrid work model. Working from campus in Golden, Colorado at least weekly is required.
Primary Responsibilities
Financial Management, Compliance and Reporting
This role oversees financial management procedures, policies and strategies to administer compliance and reporting. It requires the ability to determine appropriate incorporation of regulations and generally accepted accounting principles (GAAP) applicable to the financial management of the institution. Examples include state-wide legislation; Governmental Accounting Standards Board pronouncements; federal and state regulations; bond requirements; and internal controls. This position will collaborate with key stakeholders within the institution. Examples of specific work include:
- Develop and implement financial policies, procedures, and strong internal controls
- Review, analyze, and recommend appropriate accounting and financial policies and procedures that support University operations and employ best practices. Develop and provide training as needed for financial policies and processes
- Develop, recommend, test and monitor strong accounting controls to ensure accuracy of reporting and mitigate potential risk of the misappropriation of funds.
- Follow recommended process for and implement new GASB Standards, federal guidelines and other regulatory agencies
- Provide staff with direction in the implementation of state and/or federal regulations and develop opportunities to increase flexibility within operations. Examples include but are not limited to:
- Observe, monitor, and provide feedback as appropriate for state fiscal legislation and the impact to Mines
- Review potential accounting standards and provide input or responses that advocate for Mines
- Provide accurate and timely financial reports (both ad-hoc and routine) to campus constituents and external agencies. This requires detailed understanding of the financial data sets, data locations and the best methods for extracting/and or uploading information. Examples include, but are not limited to:
- The annual financial statement package with accompanying notes
- State of Colorado Exhibits and notes
- Foundation and Endowment reporting
- Represent the Controller’s Office both internally and externally for campus wide committees, events, and meetings
- Understand and advocate the financial position for Finance, Administration and Operations
- Act as a contact for external audits (state and federal)
- Serve as a liaison for campus constituents, gather feedback and improve processes to ensure seamless financial management
General Accounting Leadership
Provide leadership and management for the Controller’s Office General Accounting Unit. Includes daily accounting functions, which include cash, banking, accounts receivable, endowments and gifts, and research.
- Provide training, guidance and oversight of General Accounting, Cash Management, and Chart of Accounts, which includes Workday and State of Colorado CORE financial system
- Develop performance plans and evaluations for each direct report.
- Develop direct reports and professional development plans with staff and ensure training is provided to enhance the skills and knowledge base for the team.
- Develop and maintain policies and procedures covering the functional areas within the Controller’s Office General Accounting Unit.
- Develop and incorporate business process best practices to existing and new procedures.
- Provide support for campus constituents with a strong focus on customer service.
- Develop policies and procedures to meet the needs of strategic initiatives.
System Administration
Assist the Business Systems Functional Support Team (BSFS) with maximizing Workday utilization. This includes running monthly business processes for close, researching & testing system upgrades and staying informed on system enhancements and efficiency improvements.
- Ensure system upgrades are tested, implemented and communicated to campus partners.
- Oversee problem identification and resolution for system related issues impacting functional users and related data
Minimum Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field
- At least five (5) years of progressively responsible experience in financial accounting, budgeting, or financial management
- Thorough knowledge, understanding of, and experience with Generally Accepted Accounting Principles, and accounting pronouncements relating to public research universities such as the Governmental Accounting Standards Board (GASB)
- Experience with computerized accounting systems, spreadsheet applications and working with large complex data sets
- Experience with developing and delivering training, demonstrate excellent interpersonal and communications skills
Preferred Qualifications
- Advanced coursework/degree in accounting or related field
- Higher Education Accounting/Finance experience
- CPA credentials
- Workday, Banner, or other similar ERP financial system experience
- Familiarity with the State of Colorado, public higher education, financial and accounting processes
